If they can't communicate with a worker at the store, then how are they able to communicate with an employer to get a job? If we were a bilingual nation it would help Spanish speaking people find jobs and decrease the amount of financial support given to US citizens. Trudeau was always looking out for all Canadians, both English and French speaking.
