Toussaint soon allied his forces with the French. In 1797 he led an army of twenty thousand that controlled most of Saint-Domingue. In 1801 Toussaint issued a constitution that granted equality and citizenship to all residents of Saint-Domingue, but stopped short of declaring Independence from France...
