which i believe is due to the fact that there are so few resources available to do research of that kind. the same goes for alcohol abuse, they had facts about the larger cities, but had very little information on the poorer rural areas of mexico, where drug and acohol abuse is most likely higher. it is next to impossible to bring about any improvements in the society if they dont even know what they're up against...
