In the poem the narrator had drowned in the lake that is shown in the picture, “I am in the lake, in the center/ of the picture, just under the surface” (17-18). The only reason the poem mentions the picture is because the lake is in the background...

The only reason the poem mentions the picture is because the lake is in the background. If we were to think the narrator really did drown, then there would be more focus on the person and not the picture. The photograph could have been just an old picture, “It was taken some time ago” (1) that had gotten damaged by water, “It is difficult to say where/ precisely, or to say/ how large or small I am:/ the effect of water/ on light is a distortion”...
